Reagan Cheslin Collis, 23, and Jamal Meyer, 24, were denied bail, while Elvino Levert Crafford, 27, and Mcfoolen Ford, 26, were granted bail of 5,000 rand each.
The State has told the Boksburg Magistrate's Court that several suspects remain outstanding in connection with the killing of two police officers and two women in Reiger Park in August.
The development emerged on Tuesday during the bail judgment of four men accused in the case.
They face four counts of murder, two counts of robbery with aggravating circumstances and charges under the Firearms Control Act.
The charges stem from a shooting in Reiger Park on August 7 that claimed the lives of Gauteng Anti-Gang Unit officers Constables Thapelo Tlomatsana, 29, and Sphiwe Sibeko, 28, as well as civilians Roleen Lessing and Jaydin Margerman.
All four men have alleged that police forced them to confess to the killings.
Delivering the judgment, the magistrate said Collis and Meyer had failed to demonstrate, on a balance of probabilities, that exceptional circumstances existed that warranted their release on bail.
In relation to Collis, the magistrate cited several pending cases against him, as well as evidence that he had threatened witnesses who appeared in court in one of those matters.
The magistrate also said there was a strong case against Meyer and referred to another matter in which he was allegedly implicated with Collis.
“Therefore, for the first and second applicants, bail is refused,” the magistrate said.
